Per RUS Form 7 Part B, total_in_place (Total Services in Place) is a cumulative stock, while connected_this_year (New Services Connected) and retired_this_year (Services Retired) are annual flows. The form defines no sum relationship among these line items, so the subcomponents do not sum to the total within a year; idle_in_place is a subset of the total rather than a summand. The underlying relationship is year-over-year: total(y) = total(y-1) + connected(y) - retired(y).
